William Qian
Co-Founder
William holds an MSc in Engineering, Economics and Management from University College London (UCL). He brings 12 years of front-line infrastructure project management experience in China, having directly led the delivery of over 430,000 sqm of built assets with a total investment exceeding RMB 1 billion. He has been deeply involved in multiple PPP projects, covering due diligence, financing structure design, and equity architecture.
His 12-year track record is not a résumé statement——it is the direct credit asset for Raising Development's first transaction. The engineering due diligence capability, the structuring experience across financing and equity, and the full-cycle PPP knowledge are precisely the skills a purely financial or technical team cannot replicate in the short term.

David brings over a decade of global financial markets experience from Goldman Sachs, Morgan Stanley, Point72, and Barclays, with deep expertise in quantitative trading and financial market strategy. He is also a seasoned programmer and advanced AI practitioner, with substantial depth in quantitative strategies, algorithmic trading, and AI-assisted engineering.
David's institutional training from top-tier investment banks gives Raising Development the language to engage global institutional capital. His technical depth in software development and AI provides in-house judgment on technology selection, protocol design, and operational automation.
